Final 2011 CDR Legislative Update

The legislative session officially ends today, June 8.  Remaining bills updated to reflect what has passed and what still has a chance to pass, though is very unlikely on the last day of the session.

State Budget

Update 6/1: Gov. Malloy and the Legislature released a plan to meet the budget gap with $320 million in surplus funds and $80 million in additional cuts.  Details can be found here (click).

Old: A tentative agreement has been reached between the state employees and the Governor’s office.  However, the Governor’s Budget originally called for $2 billion in concessions, but only $1.6 were achieved.  An additional $400 million in spending cuts and/or tax increases will be needed to achieve the Governor’s original goals.  This is only tentative though and the labor unions must vote on the proposal.

SB 1240 – AN ACT CONCERNING THE BUREAU OF REHABILITATIVE SERVICES AND IMPLEMENTATION OF PROVISIONS OF THE BUDGET CONCERNING HUMAN SERVICES AND PUBLIC HEALTH.

This is part of the Governor’s budget and has been enacted into law.  Many other bills may be consolidated in this implementer as well as the others passed.

This bill has passed the House and is now in the Senate

Other Bills

SB 3 – AN ACT CONCERNING A CRIMINAL HISTORY AND PATIENT ABUSE BACKGROUND SEARCH PROGRAM.

This bill has been drafted by the Joint Committee on Aging and is now out of the Legislative Commissioners’ Office with the Committee on Public Health.  A public hearing was held on 3/3 and testimony is available.  Filed with LCO and sent to OLR.  Reported out of LCO and sent to Senate.  A JF report was filed again and the bill was refiled with LCO.  It’s now on the Senate calendar.

SB 18 – AN ACT CONCERNING APPEALS OF HEALTH INSURANCE BENEFITS DENIALS.

This bill passed the Senate.

SB 34 – AN ACT REQUIRING A STUDY OF OFFSETS IN LONG-TERM DISABILITY INCOME PROTECTION POLICIES.

This bill has already passed the Senate and is now awaiting action in the House with the Government Admin. and Election Committee.

SB 139 – AN ACT CONCERNING PERSONS RESIDING IN ELDERLY HOUSING AND MEMBERS OF SENIOR CENTERS.

This bill has been drafted and has now left the Legislative Commissioners’ Office.  A public hearing was held on 2/24 and testimony is available.  Filed with LCO again.  Referred to OLR.  Passed the House.

SB 297 – AN ACT CONCERNING AN AMENDMENT TO THE MEDICAID STATE PLAN UNDER SECTION 1915(I) OF THE SOCIAL SECURITY ACT TO PROVIDE HOME CARE SERVICES.

This bill has been drafted by the Joint Committee on Human Services.  A public hearing took place on 3/8.  Filed with LCO.  Referred to OLR.  Added to House calendar.  Referred to Appropriation Committee in House.  JF report and filed with LCO.  This bill was referred to the OLR again and has since left the LCO.  It is on the calendar in the Senate.

SB 314 – AN ACT CONCERNING MENTAL OR NERVOUS CONDITIONS UNDER THE CONNECTICUT UNFAIR INSURANCE PRACTICES ACT.

This bill has been raised by the Joint Committee on Insurance and Real Estate and a vote is upcoming in the Senate.  A public hearing was held on 2/10 and the testimony is available online.  In Senate.  Passed Senate.

SB 487 – AN ACT PROHIBITING LOCAL BUILDING STANDARDS.

This bill was drafted by the Joint Committee on Planning and Development and a public hearing was held on 2/18, for which testimony is available online.  It has now been filed with the Legislative Commissioners’ Office.

SB 877 – AN ACT CONCERNING MENTAL HEALTH PARITY.

This bill has been raised by the Joint Committee on Insurance and Real Estate and has been referred to OLR.  A public hearing was held on 2/10 and the testimony is available online.  It is proceeding to a vote.

HB 6052 – AN ACT CONCERNING SUPPORTIVE HOUSING.

This bill was originally drafted by the Joint Committee on Housing and a hearing was held on 3/1.  The testimony is available online.  Change of reference to Appropriations Committee.  Reported out of LCO and sent to House.  Referred to Human Services Committee.

HB 6218 – AN ACT ESTABLISHING A TASK FORCE ON SAFETY NET SERVICES.

This bill has been raised and was recently referred to the OLR from the Legislative Commissioners’ Office.  A hearing was held on 2/10 and testimony is available.  Tabled for calendar in House.  Referred to House Committee on Government Admin. and Elections.

HB 6314 – AN ACT CONCERNING THE SEXUAL ASSAULT OF PERSONS PLACED OR TREATED UNDER THE DIRECTION OF THE COMMISSIONER OF DEVELOPMENTAL SERVICES.

This bill has passed and awaits the Governor’s signature.

HB 6372 – AN ACT CONCERNING PATIENT ACCESS TO RECORDS MAINTAINED BY HEALTH CARE INSTITUTIONS.

This bill has been raised by the Joint Committee on Public Health and a hearing was held on 2/23.  Testimony is available online.  It is scheduled to be coming up for a vote.  Change of reference to Appropriations Committee.  Sent to House and referred to Judiciary Committee. Reported out of LCO and sent to House. 

HB 6486 – AN ACT CONCERNING HOME HEALTH CARE SERVICES AND THE ESTABLISHMENT OF A PERSONAL CARE ATTENDANT WORKFORCE COUNCIL.

This bill has been raised and a public hearing took place on 3/8.  It has now been filed with the Legislative Commissioners’ Office after a JF report (despite hearing).  Referred to Labor Committee, JF filed, awaiting action.  Filed with and out of LCO.  In House and referred to Committee on Government Admin. and Elections.  Reported out of LCO and sent to House.
